    Everything You Need to Know About HCBS Waivers

    HCBS stands for Home and Community-Based Services. Its waivers allow states to use Medicaid funds to pay for long-term care services for individuals who want support in their own homes or communities. These waivers are designed as an alternative to institutional settings (like hospitals and nursing homes). They also cover practical supports like respite care, case management, and other home modifications. 

    In today’s article, we’ll talk about how they differ from state to state, who actually needs them, and what they usually cover. Let’s get started.

    How the Place You Live Impacts the Waivers

    An HCBS waiver is administered at the state level, which means the rules and eligibility requirements vary a lot based on where you live. 

    For example, some states offer just a single I/DD waiver, while others (like New York or Texas) offer three or more specific programs based on the functional needs of patients. Some states can also create specific waivers for traumatic brain injuries or medically fragile children.

    Also, 70% of states set the maximum allowable income threshold (often up to 300% of the federal Supplemental Security Income limit). And the remaining 30% of states don’t include any asset limit. 

    Who Is Eligible for HCBS Waivers 

    A person must meet certain medical, functional, and financial criteria to actually get these waivers. For example, you must prove that you need the level of care usually provided in a hospital or a nursing facility. You must also be able to be safely cared for in a home or community. 

    It’s also important to note that waivers are typically tailored to targeted groups, such as the elderly or physically disabled. 

    Similarly, these programs require applicants to qualify for Medicaid. This means the person is earning a maximum of $2,982 per month. Special protections also come into play to ensure that the healthy spouse living at home is not left destitute when their parents need HCBS. 

    What Is Included In the Waivers

    When someone secures the waiver, he/she gets proper assistance with daily living activities like dressing, eating, or bathing. They also get support in care coordination so they can easily manage health-related services. 

    Temporary relief for primary caregivers is also offered in certain situations. Patients are supported in routine household chores, such as grocery shopping and meal preparation. 

    Based on the patient’s needs, assistive technology and equipment can be provided to improve safety. Occupational and behavioral therapies are part of the coverage as they help patients get much-needed mental health support. 

    What Is Not Included 

    While the waivers cover a range of support services, they don’t cover room and board expenses. This means that the beneficiaries will still be responsible for their own mortgage and general food costs. They’ll also be paying the rent for the house they’re living in. 

    Similarly, HCBS also doesn’t cover round-the-clock personal care. Requirements also vary by state, which means you may get a service that’s excluded in another state. 

    Final Thoughts 

    These waivers are a game-changer for elderly people or people with disabilities who struggle to visit a community center daily. They can significantly improve their quality of life by getting all the facilities in the comfort of their home.
